The Parish Clerk is the Responsible Officer to the Parish Council. Her main job is to implement and support the decisions, aims and policies of the Council. In order to do this she must know the legal framework within which the Council works and understand the powers that have been delegated to the Council. When the Council is making a decision she must be able to advise them to ensure they are acting legally and within their policies.
The Parish Clerk works for 12 hours per week - usually on Wednesday and Thursday but will answer emails and phonecalls at any time.
The Parish Clerk prepares the agenda for the Parish Council meetings and for all the committee meetings. Following any meeting she writes the minutes and circulates them to the entire council or to the committee members. She writes letters or sends emails relevant to the business dealt with at the meetings. She deals with all the post, giving it to the relevant councillor or bringing it to the notice of the Council at the next Parish Council meeting. She posts the agenda on the Parish Council notice boards and circulates it to councillors.

The Responsible Financial Officer for Churchill Parish Council is former Parish Clerk Lindsay Ireland who works for 2 hours a week. She receives all the invoices and writes the cheques which are confirmed and signed by at least two of the councillors at a full Parish Council meeting. She also receives all income and pays it into the parish bank account. All accounts are completed on the Alpha Software program which is used by a majority of Parish Councils. The accounts are audited by a qualified Internal Auditor appointed by the council and by an
External Auditor appointed by the governing authority for local government councils.

The Assistant Parish Clerk works specifically with the quarterly newsletter ‘The Tower’ and the website. She designs the newsletter using material sent by councillors and the Parish Clerk. She takes photographs and finds illustrations to enhance the newsletter. She arranges for it to be printed. She has redesigned the Parish Council website and keeps it up to date. She deputises for the Parish Clerk whenever she is unavailable.
The Assistant Clerk works for 5 hours per week.
